There may be two ways to do this.
First is to unpack and repack Rofs9 with the new skins.
Second is to unpack Rofs9, and have resident evil 3 read the unpacked folder. This is possible if the bio3.ini is modified. There is a command line that specifiers resident evil to read Rofs9. Find this command line and replace it with the directory that contains the files unpack.

I tried out re-maping bio3.ini with no success.
I think the only way to make this work is to have the program properly repack the dat files.
