All the files in the "wow-update*.MPQ"s are binary diff patch files, not BLP files or whatever their file extension claims them to be. That is why they are smaller than normal, they only contain relevant changes to apply to the base file in "art.MPQ" or wherever.
I just learned today that Ladik's MPQ editor can already solve this:

This is pretty much the most likely culprit for the issues of them not showing up in game. You can't just stick something anywhere now and expect it to work, you'll need to keep it in the relative update file, or the game's version will override your edit.
